Expedite land acquisition process for capital 4-lane highway: CM
ITANAGAR, Jul 21: Emphasising on surface communication for boosting economy of the state, Chief Minister Pema Khandu asked the Itanagar Capital Complex, District Administration to expedite the land acquisition process of 31.50km 4-Lane Highway from Banderdewa to Chandranagar, Itanagar.
The CM had convened a high level meeting comprising of Chief Secretary, Commissioners, Secretaries, District Administration and high ranking officials of PWD Highways on Thursday to discuss the status of Trans Arunachal Highway and Itanagar-Banderdewa Four-Lane Highway.
The CM also instructed the DC, Sandeep Kr Singh, Chief Estate Officer, Talo Potom and the officials of PWD Highways to make thorough study and survey of the route keeping in mind the guidelines of the Ministry of Road, Transport and Highways (MORTH), Govt of India.
As the widening of the road would require eviction in the buildup areas as well as land acquisition in aligning the 4-Lane Highway, he asked them to explore all negotiation process, to convince the project affected people by involving local representatives and Itanagar Municipal Councils. He further suggested them to find out ways so that minimum damage is made to the public and private properties and at the same time to fulfil the MORTH criteria. He further advised them to make no discrimination in case of eviction and to treat all the affected people equally.
The CM also asked the Chief Secretary to immediately resolve the impending issues with regard to land acquisition process awaited in execution of Trans-Arunachal Highways in some areas with due consultation with the district administration by taking the local representatives and people in to confidence.
Attending the meeting, Deputy Chief Minister, Chowna Mein suggested for taking affected people's confidence in execution of the National Highways.
Chief Secretary Shakuntala Gamlin while briefing the Chief Minister about the Banderdewa to Chandranagar 4-Lane Highway project appraised that the DPR for the project has already been submitted to the GoI. She informed that there is no provision of compensation for the area falling under notified 30 mtrs Right of Way (ROW) as per the MORTH guidelines. However, she said that govt will give enough time for representing the grievances of the affected people and compensation would be provided as per the govt guidelines. She suggested that open space for avenue plantation, cycling corridor and walking path should be kept along the National Highway for beautification.
The Chief Secretary also informed that the state having very low Road Density of 25.74 km roads per 100 sq. km needs good quality road to connect the district headquarters and remote border areas. With this purpose, the state govt is proposing a Frontier Highway running parallel to the Trans-Arunachal Highway at 4000-5000 mtrs above the mean sea level. She informed that this highway would connect border CD Blocks covering 1856 remote villages of the state. Besides providing security and confidence for both the civilian and defence personnel along the border, this road will also boost tourism sector in the state. Requesting the Chief Minister to take up the matter with the Defence Ministry, Govt of India, she said that the road would facilitate development in these areas and would also help minimize migration of people from the border areas that leaves it unguarded.
She further informed that the land acquisition is under process for 407 km NH-13 Potin to Pangin (BoT road) and the conflicting compensation issue would be resolved soon.
Secretary Planning, Joram Beda, DC ICC, Sandeep Kr Singh, CEO cum ADM ICC Talo Potom and SE (PWD Highway), S Sumyan presented details regarding progress of 4-Lane Highway and TAH.
Among others, Principal Secretary, Satya Gopal, Commissioner Development & Finance, Ashish Kundra, and Secretary to Chief Minister, Sonam Chombay also attended the meeting.
NES-ANSU seeks honourable solution to infamous audio clip issue

ITANAGAR, Jul 21: The Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU) on Thursday sought the new government for legalized and honourable solution to infamous audio clip purportedly that of former Chief Minister Kalikho Pul.
In a joint Press Conference held here NES President Bengia Tolum reiterated its demand to unearth perpetrators of said derogatory audio clip.
Claiming that role of state Special Investigation Team (SIT) is doubtful, NES President demanded for CBI inquiry into the issue to give justice to the Nyishi community adding that in spite ample evidences provided to agency it failed to implicate anyone and even interrogate accomplices.
Tolum also claimed that SIT was unable to make any progress in said case because Kalikho Pul was in the Chief Minister’s chair whom the organisations claiming to be responsible for purported audio clip.
“Role of SIT is doubtful here, so we need independent investigating agency like CBI to probe into it under the High Court supervision” said Tolum.
He further clarified that the issue was temporarily slowed down due to intervention of few Nyishi legislators and subsequent change of guard in the state government.
NES-ANSU is renewing its movement to trace out the perpetrator after two rounds of talks broke down. NES President informed that Kalikho Pul had engaged former RWD Minister cum Bameng MLA Kumar Waii to discuss with NES and ANSU over the issue. Accordingly two rounds of talk were held separately on June 30 and July 11 last. However, parlays did not bear any fruit as Pul flatly denied and disowned the infamous audio clip in an interview with electronic media on June 18, last, it said.
Earlier, NES-ANSU served ten days ultimatum to Pul government and before its expiry a committee was formed called NES-ANSU and Govt Committee as part of first parley with Kumar Waii as its Convenor. However, the talks could not hammer out logical and legal solution.
The organisations further condemned the alleged lackadaisical attitude of Pul over the sentimental issue. Hardening its stand, the organisations clarified that as of now, NES-ANSU stand on audio record clip issue would be remain same and not deviating from it with the formation of new government in the state.
Landslides damage paddy fields

DAPORIJO, Jul 21: Heavy rainfall triggered landslides occurred in many places at Talom Riktak Village under Taliha Circle during the last week and completely damaged the paddy fields.
There are also reports of damage to one government SPT building besides, a private garage, water tank and RCC toilet. Many domestic animals are also reported to be washed away in the mudslide.
Govt will focus on development & good governance, says DCM Mein
ITANAGAR, Jul 21: Deputy Chief Minister Chowna Mein said that the focus of the government will be expediting development and ensuring good governance.
He said that the new government will reach out to the people and focus on development and good governance and ensure better delivery of services. The DCM said this in a meeting with the delegates of 34-Tuting-Yingkiong Intellectual Forum who called on him on Thursday.
The delegates apprised the DCM of various problems being faced by the people of Tuting-Yingkiong, especially regarding poor performance of schools and dilapidated health sector etc.
Mein was informed that many schools were running without teachers, and the lack of science teachers has drastically affected the performance of students in examinations.
In a representation, the forum, led by Joint Commissioner (Tax & Excise), Tani Jongkey informed that the topper from Upper Siang district stood at 177th position in the recently concluded Joint Entrance Examinations, which was due to absence of a science teacher in the district.
They also highlighted that hospitals and health centres are in dilapidated condition and are almost non-operational without sufficient doctors or health staff.
He requested the DCM to immediately make arrangements to post subject teachers and health staff in the district.
Mein assured the delegates that he would take up the matter with the Chief Minister for solution to their grievances.
‘File curative petition on Chakma-Hajong issue’
ITANAGAR, Jul 21: All Arunachal Pradesh Students Union (AAPSU) and NESO have suggested the Govt for filing curative petition on Chakma-Hajong issue when the Supreme Court judgment on special leave petition (SLP) is given. It was when a delegation of AAPSU and North East Students’ Orgnization (NES) led by AAPSU president Kamta Lapung and Coordinator NESO Pritam Sonam met Chief Minister Pema Khandu on Wednesday.
Also suggesting to take up education problems of the state as top priority, the team asked the CM not to compromise with the state’s developmental activities.
Meanwhile AAPSU has condemned Governor J P Rajkhowa for misusing his constitutional power and has said that he should resign from his post on moral ground or he should apologize publicly to the people of the state.
APSCW against granting of bail to rape accused
ITANAGAR, Jul 21: Strongly condemning the alleged rape of a 30-year old woman at Aalo by one Martin Bagra, the Arunachal Pradesh State Commission for Women (APSCW) on Thursday, called on the authorities to refrain from granting him bail without awarding strict punishment as per the law.
On apprehensions that he could be granted bail again, the APSCW has further requested those backing him up to consider the dangers of letting a criminal loose in the society.
A habitual offender, Bagra was also accused of domestic violence on Aug 8, 2015 and for the alleged rape of an 18-year-old woman on Sept 23, 2015.
Aalo Superintendent of Police, M Riba informed that the woman was allegedly raped by Bagra at his residence on July 11 at around 1.30 AM.
‘She came to the police station to file a complaint on the same day’, said Riba adding that samples for medical tests have been taken and they are waiting for reports. Till then, Bagra is under judicial lockup.
The woman is reported to be his adopted sister and had been living with the family since she was a young girl.
Meanwhile, the APSCW lauded the West Siang unit of Arunachal Pradesh Women’s Welfare Society and Galo Ane for standing up against the crime and hoped that they would continue to work for the cause of women and children.
Govt. urged to implement welfare schemes for workers

ITANAGAR, Jul 21: The All Arunachal Pradesh Workers' Union (AAPWU) on Thursday demanded the state government to implement various welfare schemes for working class.
In a Press Conference AAPWU President Jalley Sonam said labourers and working class in the state have no security of services and they were not getting various benefits entitled to them. Sonam demanded the government to look into the matter and introduce/implement various welfare schemes for the greater interest of working class. Pressing its demands, Sonam further said that new government led by young Chief Minister Pema Khandu would work for the welfare of workers like his late father.
He also lauded the previous government led by former Chief Minister Kalikho Pul for enhancing the labour salaries and urged upon the new CM to fulfill the demands that they had placed before the previous governments.
The Union’s demands include revision of wages on the basis of seniority and qualification, regularization of casual/contingency workers by creating adequate ‘C’ and ‘D’ posts, enhancement of grade pay of ITI Diploma holder/meter reader, formation of labour co-operative federation in the state and abolition of muster role system from various government departments. Stating that many bogus labourers were detected in various departments, the Union also sought permission for head counting of contingency and casual workers under various departments.
It also demanded for immediate release of adhoc-bonus for the year 2010-11, full consideration of appointment of successors of deceased employees on compassionate ground, regularization or providing voluntarily scheme to the ALCs, timely conduction of Departmental Promotion Committee (DPC) and compulsory induction of trade union leaders in the committee for transparency.
The Union also stressed on granting of maternity leave for women workers which was a long pending demand of particularly women workers. It further sought relaxation of water and electricity bills for workers, retention of workers under sanitation/urban department, establishment of three labour welfare boards in the state viz. Arunachal Pradesh Contract Labourer Board, Arunachal Pradesh Labour Welfare Board, Arunachal Pradesh Workers’ Education Board.
Other demands included, preparation of recruitment rules, regularization of APB&OCWWB employees and enhancement of their salaries, allocation of fund in the AOP for labourer and employment department and discontinuation of ex-officio officials from APB&OCWWB.
DC visits rehabilitation site for hydro project affected people
ITANAGAR, Jul 21: The Papum Pare Deputy Commissioner Sandeep Kumar Singh on Thursday made a visit to the Rehabilitation and Resettlement site for 35 project affected families of 110 MW Pare Hydro Electric Project at Sopo village. The project is being executed by NEEPCO.
There was complaint regarding non-occupation of the R&R cottage by the beneficiaries despite completion of the same and delay in handing/taking over of the infrastructure created for the 35 affected families.
The DC after site visit made it clear that by 21st August all issues pertaining to R&R Project will be resolved and 35 beneficiaries will be directed to occupy the plot as per allotment issued with strict terms and conditions through proper affidavit.
The NEEPCO authorities informed that they had sanctioned Rs 2.5 Crore towards land cost for R&R Project and Rs 15.8 Crore towards infrastructure cost for rehabilitated families that includes 35 Cottage, Medical, Church, School and Market building, 2KM approach road, water and power supply both external and internal, children play ground, boundary wall around the R&R village etc. They called on district administration to take immediate possession of the R&R village and facilitate early settlement of the 35 affected families.
DC has instructed executing department like PHED, Power and RWD to maintain functioning of the basic facilities like water and power supply, proper drainage, septic tank etc till handing over of the same from the executing department. Any additional estimate pertaining to the R&R project will be viewed only after taking possession of the present infrastructure.
On complaint made against selling/purchase of R&R cottage by the beneficiaries to outsiders, the DC made it clear that allotment of the cottage will be done strictly as per beneficiaries list prepared way back in 2008-09. He said selling and purchasing of cottage will not be entertained at any cost.
If the concern beneficiaries after allotment of the R&R house do not occupy it within 15 days then the cottage will be taken over by the District Administration and allotted to other needy department or state government employees but in no case private individuals other than beneficiaries will be allotted to occupy.
The DC was accompanied by Techi Hitlar, DLRSO, Papum Pare, Ibom Tao, SDO Doimukh, Nabam Yayo, ZPM, Doimukh and representative of executing agencies including EE PHED, Power and RWD besides host of NEEPCO officials and local public.
Union demands shifting of NIT to its permanent site
ITANAGAR, Jul 21: The All Papum Poma Students Union (APPSU) on Tuesday called on the NIT Director and demanded for immediate shifting of NIT from Yupia, its temporary site to permanent site at Jote under Sangdupota circle, Papum Pare district. The union also submitted a memorandum in this regard and discussed several issues related to the esteemed institute.
The union claimed that Director NIT himself admitted that the completion period of NIT project has already lapsed.
Union further appealed to the concern authority to give first priority to local educated and uneducated youths of Sangdupota circle in the appointment of C & D grade posts as the people of area have donated huge acres of land for NIT, Jote free of cost.
Sainik Board sought in state
ITANAGAR, Jul 21: A team of Ex-servicemen Association of Arunachal Pradesh led by its president, Wing Commander (Retd) Gyati Kago met Chief Minister Pema Khandu and submitted a memorandum seeking early formation of a Rajya Sainik Board in the state, here on Wednesday.
Members of the team which included; Captain (Retd) Mimar Ete, Subedar Major and Honorary Captain (Retd) Lobsang Dorjee and others while interacting with the Chief Minister, exuded hope that he will lead the state to the path of peace, prosperity and all round development.
Lohit approves plans for 31 GPs
TEZU, Jul 21: A total of 62 plans/projects were passed for 31 Gram Panchayat segments of Lohit under Wakro, Sunpura, Tezu circle during a District Planning Committee meeting held in the DC's conference Hall, here on Thursday for finalization of Gram Panchayat Development Plans for the year 2015-16 and 2016-17.
Lohit DC-cum-Chairman District Planning Committee, Danish Ashraf who chaired the meeting stressed on immediate implementation of the scheme for 2015-16 and asked the District Panchayat Development Officer to release the fund into the respective joint Account of Member Secretary and Chairperson Gram Panchayat through online transfer for effective utilization. He further suggested that schemes should be on need-basis for immediate benefit of the public.

APPSU demands early renovation of Jote-Itanagar road
ITANAGAR, Jul 21: The All Papum Poma Students Union (APPSU) has submitted a complaint letter to the Executive Engineer PWD, Doimukh division detailing the pathetic condition of Itanagar - Jote road. APPSU urged the concern PWD division to issue notice on the load limit capacity of road, culverts and bridges and take action so that heavy vehicles plying on the said road may be stopped to save the road.
They have also warned to take its own course of action if the concern authority fails in stopping the heavy vehicle plying beyond the load limit capacity. The union appealed to the PWD Doimukh division to start the maintenance work of the said road as soon as possible as the state govt, has already announced fund allocation of Rs. 12.00 cr in recent budget session.
APPSU has also appealed new Chief Minister Pema Khandu to look into the dilapidated road condition of Itanagar - Jote immediately as it's the life line of people dwelling at Sangdupota Circle.
Landslides disrupt road links in Seijosa area
ITANAGAR, Jul 21: Almost all the villages in Seijosa area remain cut off from rest of the world due to disruption in road links caused by massive landslides and soil erosion triggered by incessant rain from July 16 and 18, said Seijosa ASM chairperson in a release on Thursday.
Huge deposit of soil and debris in many village areas followed by rain also caused damages to culverts and roads, ASM chairperson Renu Kino said adding that PWD was helpless without machineries to remove the debris.
She further claimed that many private land and buildings were also damaged by overflowing water of Bazar nallah due to the blockage of culvert since last year.
However, the road blockade was cleared through the social service from the Check gate to Goloso. Former MLA Atum Welly extended help and pushed in two Heavy Earth Mover and Loader (JCB) to clean the road blockades. Seijosa ADC T R Tapu and ZPM Pani Tayam also extended all possible help to clear the debris and landslide.
Appreciating all those who landed support at the hours of need, the ASM chairperson has requested the heads of various departments in the area and general public to remain alert against natural calamities.
Complaint to BSNL
ITANAGAR, Jul 21: The PRI members of Wakro circle under Lohit district are unhappy with irregular mobile network at Wakro township and its surrounding villages for the last three years.
The area where the mobile tower is located at Wakro village has become a jungle and cow shed due to non-maintenance, they said in their signed representation to the BSNL general manager.
Saying that various complaints in this regard with the authorities have failed, they have requested for early provision of regular 3g mobile network with broadband service.
Chum Darang takes up community services at KGBV, Pasighat

PASIGHAT, Jul 21: As part of Miss Earth India beauty pageant contest for community services by the respective contestants, Chum Darang, a top 20 finalist in the contest, had an interaction programme with girl students of Kasturba Gandhi Balika Vidyalaya, Sawmill, Pasighat, Pasighat on Wednesday.
Darang advocated for women empowerment, protection of environment and stopping wastage of water.
While speaking on women empowerment at the sidelines of interaction programme at the KGBV, she said "we as girls should educate ourselves and our families as well, and be independent in all ways." She also spoke about need of protecting environment by planting more trees while restricting rampant tree felling.
Other members of Team Chum and headmistress of the school, Rinkoo Upadhyai also spoke on the occasion. A water filter was donated to the school by Chum Darang.
Awareness prog on Gender based violence
HAPOLI, Jul 21: An awareness programme on Gender Based Violence, Discrimination and Gender Equalities was conducted at Govt Secondary School, Hapoli on July 21 by the Indo Global Social Service Society.
The programme aimed to create and generate awareness on domestic violence, to sensitize the women on the various laws safeguarding and protecting the rights for the overall development of the women and sensitisation of youths on the correct age of marriage.
Speaking as a resource person, Advocate, Hapoli District Court, Toko Nikam detailed on the difference between gender and sex. He also spoke on the gender inequality prevailing in the society.
Resource persons also briefed about various abuses by citing examples that come under the Domestic Violence Act 2005 with special emphasis on the importance of the Act in defence of the rights of women.
The problem of early marriage and its consequences that affect the youths was also highlighted.
Commerce, Education subject introduced in WR Govt College
DEOMALI, Jul 21: The state government has approved for introduction of Commerce stream and Education subject at undergraduate level in Wangcha Rajkumar Government College, Deomali from the 2016-17 academic session.
In a release, Principal Dr. Milorai Modi informed that the students can now pursue B. Com, and can also opt for Education as one of the subjects at B.A. level, the admission process for which has started in the college.

ITANAGAR, Jul 21: The Abotani Descendent Welfare Society has called for creation of Lepa-Rada district with its headquarter at Basar. The society has written to the chief minister claiming that former Chief Minister Late Dorjee Khandu had committed to the demand during a programme at Basar.
Farmers' training conducted
TAWANG, Jul 21: In all, 30 farmers took part in a Krishi Vigyan Kendra, Tawang conducted training at Lemberdung here on Thursday.
During the training, SMSs of Plant protection and Agronomy, taught farmers about the integrated pest management in vegetables and methods of vermicomposting.

Time to move on
Finally better sense seems to be prevailing among the legislators of state. Yesterday
when the state assembly meet for the floor test of Pema Khandu government everyone
poured their heart out. They all unanimously decided to keep state’s interest in
mind. This unity even though may be for time being is a good sign. MLA Japu Deru
who said that everyone is tired of political crisis has put the things in best perspective.
He is indeed true and in a way has expressed feeling of every Arunachalees.
In the last one year Arunachal has witnessed massive political crisis. Situation
has gone from bad to worse. Politicians have not only shamed themselves but also
have brought bad name to state in national circle. For their selfish interest they
took people of state for granted and have totally neglected the developmental aspect.
Besides affecting the speed of development, the political crisis has deeply divided
people of Arunachal Pradesh on political line. The onus now lies with politicians
to win back the trust and confidence of the people. Congress legislators have handed
rein of Chief Minister to Pema Khandu. Now atleast they should allow him to work
without creating another political crisis. Pema will have to unite people of state
and give them hope. Enough time has been wasted. It’s time to work and concentrate
only in developmental aspect.

Hope Pema starts from where Pul left
Dear Editor,
I strongly urge upon Pema Khandu, who is a decade younger than Kalikho Pul, to carry
forward the noble initiatives of his predecessors, especially, Kalikho Pul who has
proven himself as a savior of the sick, needy and the disadvantaged in just a short
span of four and half months as CM of the State.
Pul’s initiatives of providing medical assistance under CMRF or for that matter disaster
hit areas and an individual souls, needs to be taken to a logical conclusion by Pema.
Another unfinished task which is left to Pema by Nabam Tuki and Pul are the raising
the retirement age from 58 years to 60 years to the large chunk of State govt. employees,
increasing the stipends of the student community, health workers, Anganwadi workers,
GBs, Priests, real decentralization of power to the PRIs and Municipalities, single
window clearance to outside investors in Industries, dialogue on border disputes
with Assam and a permanent solution to Refugees issues in Arunachal Pradesh.
Another important area where Pema should learn and follow is the level of enthusiasm
with which Pul personally monitored various public projects and impose a sense of
discipline and work culture among all stake holders. Also not compromising with
the cancerous germ of appointing countless number of Chairman, Vice-Chairman, OSDs,
Advisors and Officers promoted on deputation and Officiating basis were few bold
initiatives of the little master which Pema needs to follow without dilution.
The short span of four and half months of CMship has not witnessed a single effective
bandh call; and life in the Capital came back to normalcy and the culture of our
Legislators sleeping in Arunachal Bhavan and Houses were almost a thing of the past.
Hope, Pema, who is already a household name, will carry forward the zeal of Pul and
might even prove faster and more sincere in delivery of public goods and services,
and therefore, I as a true democrat and good citizen, appeal all fellow Arunachalee
and the mainstream political parties ,particularly the BJP and the Congress high
command, to co-operate with Pema’s leadership and let the ball of peace, progress
and prosperity rolling in Arunachal Pradesh.

Expectation from new CM
Dear Editor,
Through your daily, I would like to appeal our new chief minister Pema Khandu to
take the state to new level of development. There are many expectations from general
public especially the youths of the state from the new CM. There are problems everywhere
which need urgent attention of the concern government. So I would like to requests
our new young energetic CM to kindly look after the important general issues like
Road and communication, health,education and unemployment. These four sectors are
the most important common issues to be pondered upon for true development of the
state. I would like to appeal to our CM and his council of ministers to look after
the important issues of the state. Kindly give sincere attention to the above mentioned
important sectors.

Pema unlike his Father
Dear Editor,
Unlike his late father Dorjee Khandu the former CM, who inked more than hundred MoAs
with various power developers without taking the consent of the people of project
affected areas, Pema Khandu’s statement that the nature’s trove of almost 58,000
MW hydropower potential would be executed only after taking full confidence of the
project affected people, is very welcome news, especially in Siang belt and ecologically
fragile and sensitive Mon-Region.
The 37 years old educated and visionary leader of 21st century, clearly understood
the true meaning of development and sending the right signals to his team of Legislators.
His message that development is not only of Dams and Bridges but it is more of uplifting
the HRD indices of the people of the State is certainly a welcome deviation.
While the people, especially the landowners, questioned the draconian Hydropower
Policy of NDA Regime 2001-02 and sought major amendments before converting Arunachal
into land of Dams, they never said a big no to community or State Govt. controlled
Power Projects. What the agitated people demanded was the thorough review of National
Hydro Power Policy taking into consideration the various Constitutional safeguards
and the extreme sensitive nature of the tribal people and their environment.
While Kalikho Pul just initiated the dialogue with various stake holders, his Govt.
did not have the time to nail down all the differences. Therefore, with Pema Khandu
on the hot seat at Itanagar and Kiren Rijiju as MoS Home GoI in Delhi, the time has
finally come for evolving a consensus on the issue of making Arunachal as power house
of India.
Through this letter, I urge upon Pema Khandu to have a dialogue on the issue involving
all stake holders and thereafter adopt a resolution in AP Legislative Assembly and
forward the same to PMO and MoS Home for bringing necessary changes in Hydro Power
Policy of the Country vis-à-vis Arunachal Pradesh in particular. Such a move as was
successfully done in case of grant of Mon and PatkaiAutonomous Council, on refugee
issue and on issue of amendment to defective Statehood Act 1987 etc. will certainly
compel the Modi led GOI to wake up from the slumber and addresse the important issues
of the people of the Border State.
